Consulta popular en plebiscito |

Los medios más directos de consulta popular ensayados hasta el momento por los regímenes democráticos en todo el mundo son los plebiscitos o referendos. Entre 1791 y 2001 hay registrados por lo menos 1163 casos en todo el mundo en que se tiene constancia de referendos sobre decisiones que debían tomarse a nivel nacional o regional. Esta cifra no incluye a Suiza, donde el plebiscito es un instrumento muy frecuente de decisión. En ese país solamente se han realizado cerca de mil plebiscitos a nivel nacional en los últimos dos siglos, pero han sido muchos más a niveles regional y local. Los Estados Unidos es probablemente el segundo país donde un mayor número de referendos se realizan.
Las consultas plebiscitarias en la Europa oriental (véase una lista apretando el vínculo de la columna izquierda "Referendos" - click on "Plebiscites" on the left column) fueron un medio idóneo de transición a la democracia. La propuesta más reciente de este tipo fue presentada el año pasado en Cuba a la Asamblea Nacional del Poder Popular mediante el Proyecto Varela, avalado entonces por más de 11.000 firmas. El 3 de octubre de este año, los promotores de este Proyecto presentaron 14.385 firmas más a la Asamblea Nacional. La Constitución cubana exige sólo 10.000 firmas para legalizar este tipo de peticiones, pero el régimen cubano ha bloqueado hasta ahora toda posibilidad de que se realice.
Venezuela ha instaurado en su Constitución un sistema de "Referendos Revocatorios", que ya tiene su precedente en 26 estados de los Estados Unidos de América y en la provincia de British Columbia, en el Canadá [see English text on the topic of Legislative Recall at the Documents section]. DEMOCRATIC INITIATIVES
The partial outcome of the CUBAN NATIONAL DIALOGUE, with the participation of Cubans within the island and overseas, is a new document titled "Programa TODOS CUBANOS", still open to public debate with a goal to improve its scope and objectivity for a wider participation of Cubans on this effort for all and for the good of all. The text published by an important sector of the Cuban opposition is the product of months of dialogue among thousands of Cubans hoping for a better homeland. This is a tangible effort of participatory democracy in action in spite of repression on the part of the Cuban regime. Please, read here the words of its main spokesman.
