New Delhi, Jan 19 (PTI).- India is witnessing a "silent revolution" in the "empowerment" of its 700 million (middle level) deprived population through rural industrialisation under the "participative democracy" of the Panchayati Raj System, Panchayati Raj Minister Mani Shanker Aiyar said today.

He said the election directly of about 30 lakh representatives at local and district panchayat levels across the country was leading to "participatory democracy" till the over 700 million people, if empowered, "will change the social structure of the country." The Panchayati Raj Minister said "half a century's 'delivery and donated' system has now been replaced with participatory democracy.  If people are empowered to decide their own future, it shows their growing prosperity."
