The Right of Initiative of the citizens of the European Community
The Internet at the service of participative democracy. A “first” on Blogspirit: the launch of a “citizens’ right to initiative”, as foreseen by the draft European Union Constitution.
Chantal Cutajar says: “A Europe of Justice, Security and Liberty can be reached by voting ‘YES’ to citizens’ initiatives. Come and join us! We need to collect a million signatures. This depends on each and every one of us”…
Chantal CUTAJAR, professor of criminal law at Strasbourg University and President of the “Le Droit pour la Justice” (Law for Justice) association has been engaged in the battle for a political Europe of Justice, Security and Liberty for many years. In cooperation with Blogspirit, she has just launched a petition on her website as provided for by the draft European Union Constitution. This is both anticipation and a “real life” experiment. It’s also an extension of the call she made in Offenburg on March 9, 2005 at a conference organized by the Citizens Forum Eurodistrict Strasbourg-Ortenau.
The goal: one million signatures for 12 proposals likely to form the basis of “European laws”. The tool against “cyber-criminality” = “cyber-democracy”! And there’s nothing virtual about this… Blogs serving a participative democracy…
“The European Union is facing an urgent challenge: it must become a real 'judicial area', promised since …1976. The draft constitutional treaty offers the prospect of taking actions that can (finally) answer the Call of Geneva of 1996 and the judges’ “Strasbourg Manifesto” of 2000. Let’s look forward and live the experience of the Citizens Right to Initiative as foreseen by article I-47!” explains Chantal Cutajar, a criminal specialist in the fight against the criminal economy, money laundering networks and trafficking of all kinds that are the interface between organised crime and terrorism.
